老年“数字弱势群体”社会融入问题研究
Research on the Social Integration of the Elderly “Digital Vulnerable Group”

数字技术飞速发展的今天，以“互联网+”为基础的数字化时代对老年人生活所产生的影响越来越广泛，由于数字资源的不均衡，老年群体在接触、获取、使用数据信息方面处于劣势地位，老年群体的数字社会融入存在困难，成为数字弱势群体。推动积极老龄化，保障老年“数字弱势群体”的权利，必须重视保障老年“数字弱势群体”的社会融入，这也是加快发展数字经济，推动数字社会建设的应有之义。因此，本文将从三级数字鸿沟——接入沟、使用沟和知识沟三个方面，论述老年“数字弱势群体”社会融入的现实困境，并接着从政策、法律、社会以及技术四个方面来分析导致老年数字弱势群体社会融入困难的原因。最后，本文提出应当加强治理主体协同合作、推动老年人数字权利立法、构建政府主导、多方参与的社会支持体系、开发适老的产品与服务来弥合数字鸿沟，实现老年“数字弱势群体”社会融入，实现社会公平正义。
Today, with the rapid development of digital technology, the digital era based on “Internet+” has an increasingly extensive impact on the lives of the elderly, due to the imbalance of digital resources, the elderly group is in a disadvantageous position in contact, acquisition and use of data and information, and the digital social integration of the elderly group is difficult, becoming a digital vulnerable group. To promote active aging and protect the rights of the “digital vulnerable groups” of the elderly, we must pay attention to ensuring the social integration of the “digital vulnerable groups” of the elderly, which is also the proper meaning of accelerating the development of the digital economy and promoting the construction of a digital society. Therefore, this paper will discuss the practical dilemma of the social integration of the elderly “digital vulnerable groups” from three aspects: Accessing gap, using gap and knowledge gap, and then analyzing the reasons for the difficulty of social integration of elderly digital vulnerable groups from four aspects: Policy, law, society, and technology. Finally, this paper proposes to strengthen the coordination and cooperation of governance subjects, promote digital rights legislation for the elderly, build a government-led and multi-party social support system, develop products and services suitable for the elderly to bridge the digital divide, realize the social integration of the “digital vulnerable groups” of the elderly, and achieve social fairness and justice.
