企业制度建设重要性及方法探究——从合规管理角度
Research on the Importance and Methods of Enterprise System Construction—From the Perspective of Compliance Management

近年来，合规体系建设已纳入各央企重点工作，《中央企业合规管理办法》把“企业章程、规章制度”作为企业经营管理行为及其员工履职行为必须符合的内容。企业规章制度是企业内部的“法”，企业自身及员工的一切行为都应在此框架约束下开展，企业合规管理离不开科学有效的规章制度作保障，缺失制度建设的合规管理犹如无源之水，无本之木。文章从合规管理的角度探究企业制度建设的重要性，以及科学合理的建设方法。
In recent years, the construction of compliance system has been included in the key work of central enterprises. The “Compliance Management Measures for Central Enterprises” regard “enterprise charters and rules and regulations” as the content that must be met by enterprise management behavior and employee performance behavior. Enterprise rules and regulations are the “law” within the enterprise. All behaviors of the enterprise itself and its employees should be carried out under the constraints of this framework. Enterprise compliance management cannot be separated from scientific and effective rules and regulations as a guarantee. Compliance management without system construction is like a passive water and a tree without roots. This paper explores the importance of enterprise system construction and scientific and reasonable construction methods from the perspective of compliance management.
