乡村治理中的人民调解研究——以山东省L县B镇为例
A Study on Rural People’s Mediation—A Case Study of B Town, L County, Shandong Province

经济社会的快速发展使得传统乡村人民调解组织及方式难以适应日益复杂的矛盾纠纷。基于此，不少地区进行了乡村人民调解改革，其中以山东省L县B镇为典型。通过实地考察B镇调解机制，结合现实案例研究乡村人民调解功效，发掘B镇调解工作面临的现实的困境并基于该现实困境寻求加强调解员队伍建设、减少行政权力干预、保障调解协议执行等具体解决措施，在完善B镇乡村人民调解机制的基础上，解决乡村矛盾，以期为我国乡村人民调解工作提供借鉴，进一步维护社会秩序的稳定。
The rapid development of economy and society makes it difficult for traditional rural people’s mediation organizations and methods to adapt to increasingly complex contradictions and disputes. Based on this, many areas have carried out the reform of rural people’s mediation, among which B Town in L County of Shandong Province is a typical one. Through the field investigation of the mediation mechanism in B town and the study of the efficacy of rural people’s mediation in B town, discover the dilemma faced by the mediation work of the town and seek specific solutions such as strengthening the construction of the mediators based on the actual dilemma, the reduction of administrative power intervention, and the implementation of the implementation of the mutual mediation agreement, on the basis of improving the rural people’s mediation mechanism in town, rural contradictions are resolved, with a view to providing reference for my country’s rural people’s mediation work to further maintain the stability of social order.
