依法将入河排污口纳入排污许可管理

Abstract:
自2018年党和国家机构改革整合了过去分散的生态环境保护职责以来,入河排污口的设置、环境影响评价和排污许可三次行政许可管理统一归口至生态环境部门,但在践行过程中存在很多衔接与职责上面的问题。本文主要论述了污水排放口与入河排污口的联系与差异,对于存在的主要问题进行了思考与讨论。提出应建立以排污许可证为核心的管理制度,充分考虑与环境影响评价衔接,落实“三证合一”的有效衔接。全面理顺污水排放的管理链条,明确入河排污口监管责任。
Since the reform of the party and state institutions in 2018 integrated the past scattered ecological environmental protection responsibilities, the setting of river outfalls, environmental impact as-sessment and sewage discharge permits three administrative licensing management of the unified system of ecological and environmental departments, but in the practice of the process there are a lot of convergence and responsibilities above the problem. This paper mainly discusses the con-nection and difference between sewage outfalls and river outfalls, for the existence of the main problems for reflection and discussion. Proposed the establishment of a sewage discharge permit as the core of the management system, giving full consideration to the interface with the environ-mental impact assessment, the implementation of the “three certificates in one” of the effective interface. Comprehensively rationalize the management chain of sewage discharge, and clarify the supervision of the main body responsible for river outfalls.
