四川省基本养老保险基金监管中存在的问题及对策

基本养老保险基金是保障我国老年人基本生活的重要社会保障资金，其监管工作的有效性直接关系到基金的安全性和可持续性。本文综合运用文献分析法、比较分析法和统计分析法，结合国内外相关实践，以四川省为切入点，对基本养老保险基金监管的现状和存在的问题进行深入分析。首先，论文介绍了四川省基本养老保险基金监管现实状况。然后对现阶段基本养老保险基金监管中存在的问题进行了深入剖析，发现在基本养老保险基金监管的过程中存在着基金监管专业力量薄弱、监管主体权责不清晰、基金监管制度建设相对滞后和基金监管体系内部协调性差等问题。同时梳理了一些国家和地区养老保险基金监管的实践，对国内外基金监管的相关经验进行了分析总结。最后，提出了改进基本养老保险基金监管的四个方面的建议。首先，明确基金监管主体的责任，确保监管工作的有效进行。其次，加强基金监管的制度化建设，建立健全监管制度和规范。第三，运用市场化手段提高基金监管的专业水平。最后，充分利用信息化手段实现对基金的精确监控，通过大数据和人工智能等技术手段提高监管的效率和准确性。这些建议旨在改善基本养老保险基金监管中存在的问题，并推动监管工作的优化和提升。
The basic pension insurance fund is an important social security fund that ensures the basic livelihood of the elderly in China, and the effectiveness of its regulatory work is directly related to the safety and sustainability of the fund. This article comprehensively uses literature analysis, comparative analysis, and statistical analysis methods, combined with relevant domestic and foreign practices, and takes Sichuan Province as the entry point to conduct a deep analysis of the current situation and existing problems in the supervision of basic pension insurance funds. Firstly, the paper introduces the current regulatory situation of basic pension insurance funds in Sichuan Province. Then, an in-depth analysis was conducted on the problems existing in the current supervision of basic pension insurance funds, and it was found that there are weak professional force in fund supervision, unclear rights and responsibilities of regulatory entities, relatively lagging construction of fund supervision system, and poor internal coordination of the fund supervision system in the process of basic pension insurance fund supervision. At the same time, the practice of supervising pension insurance funds in some countries and regions was reviewed, and the relevant experience of fund supervision at home and abroad was analyzed and summarized. Finally, four suggestions were proposed to improve the supervision of basic pension insurance funds. Firstly, clarify the responsibilities of fund regulatory entities to ensure the effective implementation of regulatory work. Secondly, strengthen the institutionalization of fund supervision and establish a sound regulatory system and norms. Thirdly, use market-oriented means to improve the professional level of fund supervision. Finally, make full use of information technology to achieve precise monitoring of funds, and improve the efficiency and accuracy of supervision through technological means such as big data and artificial intelligence. These suggestions aim to improve the problems in the supervision of basic pension insurance funds
