国外养老服务及管理体制对我国的借鉴与启示

进入21世纪后，人口老龄化现象在人类历史上空前严重，如何为老年人提供良好的养老环境、足够的物质资料、丰富的精神生活，成为当今社会的重大课题之一。人口老龄化进程的不断加快对我国养老服务体系及管理体制带来巨大压力和冲击，因此我国需要不断推进养老服务高质量发展，才能更好地满足老年人多层次、多样化需求，并积极实施应对人口老龄化战略，对全面建设社会主义现代化国家具有重要理论价值和实践意义。本文通过对福利国家类型进行划分，以瑞典、英国、日本为例，梳理三国养老服务及其管理体制，进而结合我国养老服务现状，探索一条符合我国自身国情的养老之路。
After entering the 21st century, the phenomenon of population aging is unprecedented in human history, and how to provide a good pension environment, sufficient material materials and rich spiritual life for the elderly has become one of the major issues in today’s society. The continuous acceleration of the aging process of the population has brought great pressure and impact on China’s old-age service system and management system, so China needs to continuously promote the high-quality development of old-age services in order to better meet the multi-level and diversified needs of the elderly, and actively implement the strategy of coping with the aging of the population, which has important theoretical value and practical significance for the comprehensive construction of a modern socialist country. By dividing the types of welfare states, taking Sweden, the United Kingdom and Japan as examples, this paper sorts out the elderly care services and their management systems in the three countries, and then explores a pension road in line with China’s own national conditions in combination with the current situation of China’s own elderly care services.
