公平竞争是市场经济的基本原则，是市场机制高效运行的重要基础。当前我国正加快建设全国统一大市场，但在政府消费券规则适用过程中，仍然存在忽视竞争政策的基础地位、有选择性地适用公平竞争审查制度、政府消费券受领不公平等问题，阻碍了公平竞争市场秩序的构建。以上问题的症结在于某些地方政府在规则的制定和实施过程中没有贯彻公平竞争理念。基于此，应当强化竞争政策的基础性地位、优化公平竞争审查制度的适用、完善政府消费券的公平受领渠道。以公平竞争视角完善政府消费券发放规则是深化经济体制改革和优化营商环境的必然要求。
