PEST分析法下我国政府绿色采购制度的完善
Improvement of China’s Government Green Procurement System under the PEST Analysis Method

在当前经济快速发展的时代，保护绿水青山是促进经济社会可持续发展的应有之义，政府绿色采购制度作为政府治理环境的桥梁，需要不断完善。本文通过PEST分析法对我国政府绿色采购制度进行分析，借鉴美国联邦政府绿色采购制度的有效措施，从以下四个方面对我国政府绿色采购制度提出了完善建议：制定实施办法，优化采购清单；加强人才队伍建设，促进产业转型升级；鼓励绿色消费，加强社会监督；促进供应商和政府形成向上的技术合力。
In the current era of rapid economic development, protecting green water and green mountains is still the due meaning of promoting sustainable economic and social development. As a bridge for the government to govern the environment, the government green procurement system needs to be continuously improved. This paper analyzes China’s government green procurement system through PEST analysis method, draws lessons from the effective measures of the US federal government green procurement system, and puts forward suggestions to improve China’s government green procurement system from the following four aspects: formulating implementation measures and optimizing the procurement list; Strengthening the construction of talent team and promoting industrial transformation and upgrading; Encouraging green consumption and strengthening social supervision; Promoting suppliers and governments to form an upward technological joint force.
