农村土地流转中基层政府治理存在的问题及对策研究
A Study on the Problems and Countermeasures of Rural Land Circulation in the Grass-Roots Government Governance

开展农村土地流转工作是优化农村土地资源配置的重要手段，有利于促进农业现代化发展，实现乡村振兴。近年来，随着农村土地大规模流转的兴起，农业生产综合效益稳步提升，但也暴露出在土地流转过程中基层政府与之相关的治理问题。基于此，文章在网络治理理论基础上剖析土地流转中基层政府治理存在的问题，并从规范农村土地流转程序、完善相关配套服务、加强流转后监督等方面给出对策建议，以期依靠多元化的治理方式、多方协调的机制，整合政府、市场、社会各方资源，解决土地流转中基层政府治理存在的问题，探索基层政府在农村土地流转中的治理创新方式。
Land circulation in rural areas is an important means to optimize the allocation of rural land resources, which is conducive to promoting the development of agricultural modernization and realizing rural revitalization. In recent years, with the rise of large-scale rural land circulation, the comprehensive efficiency of agricultural production has been steadily improved, but it also exposes the relevant governance problems of grass-roots governments in the process of land circulation. Based on the theory of network governance, this paper analyzes the existing problems of grassroots government governance in land circulation, and gives countermeasures and suggestions from the aspects of standardizing rural land circulation procedures, improving related supporting services, and strengthening post-transfer supervision. With a view to relying on diversified governance, multi-coordination mechanism, and the integration of government, market and social resources, to solve the problems of grassroots government governance in land circulation, to explore the governance innovation of grassroots government in rural land circulation.
