“无废城市”建设中的政府行为及优化路径研究——以B市经济技术开发区为例
Research on Government Behavior and Optimization Path in the Construction of “Waste Free City”—Taking the Economic and Technological Development Zone of B City as an Example

“无废城市”是以新发展理念为引领，通过建立绿色的发展方式和和推进固体废物减量化、资源化和无害化，将固体废物的环境影响降到最低的城市发展模式，是建设美丽中国的一项重要举措。从政府行为的角度出发，通过对B市经济技术开发区的试点工作进行分析发现，政府在“无废城市”建设中发挥着巨大作用，但在政策、分工、技术、宣传等方面仍有不足，有针对性地提出了完善顶层设计、建立责任部门分工协作机制、完善固体废物处置的基础设施建设、动员企业和公众参与无废建设的优化措施。
“Waste Free City” is an important measure to build a beautiful China by establishing a green development mode and promoting the reduction, resource and harmless utilization of solid waste to minimize the environmental impact of solid waste. From the perspective of government behavior, through the analysis of the pilot work of the economic and technological development zone in B city, it is found that the government plays a huge role in the construction of “Waste Free City”, but there are still shortcomings in policy, division of labor, technology, publicity and other aspects. The optimization measures are put forward to improve the top-level design, establish the division of labor and cooperation mechanism of responsible departments, improve the infrastructure construction of solid waste disposal, and mobilize enterprises and the public to participate in the non-waste construction.
