县域城镇化下基本公共服务协同供给的博弈分析

在推进县域城镇化建设过程中，基本公共服务供给问题一直备受关注。由分税制改革形成的“财权上移”、“事权下移”在县域基本公共服务供给中阻力作用较为明显，基本公共服务设施建设过程中，政府与市场企业之间尚未能形成较好的供给合力。在对县域基本公共服务供给情况及供给过程进行详细了解后，发现推进有效供给的三个过程中涉及不同博弈主体之间的博弈，各博弈主体所代表的利益群体背后的利益驱动以及相关的机制体制情况间接的影响最终博弈结果。对此，政府需要做好前期考察工作，同时着力破解机制体制障碍、建立多元协同供给机制；企业在提升自身竞争力的同时也要提高商业信誉，合法合规的参与到基本公共服务的供给当中。
In the process of promoting county urbanization, the issue of basic public service supply has always attracted much attention. The “upward transfer of financial power” and “downward transfer of power in affairs” formed by the reform of the tax-sharing system have obvious resistance in the supply of basic public services in counties. In the process of building basic public service facilities, a good supply synergy has not yet been formed between the government and market enterprises. After a detailed understanding of the supply of basic public services and the supply process in the county, it is found that the three processes of promoting effective supply involve games between different game subjects. The interest drive behind the interest groups represented by each game subject and the relevant mechanism and institutional situation indirectly affect the final game result. In this regard, the government needs to do a good job in the preliminary investigation, and at the same time focus on breaking down institutional obstacles and establishing a diversified and coordinated supply mechanism; While enhancing their own competitiveness, enterprises should also improve their business reputation and participate in the construction in accordance with laws and regulations.
