“阳光厨房”的建设难点与应用效果调查研究
Investigation and Research on the Construction Challenges and Application Effects of “Sunshine Kitchen”

近年来，中共中央、国务院连续出台多个食品安全重磅文件，一系列法规政策的出台使食品安全工作摆上了治国理政的新高度。然而，食品生产经营主体面向广、高速增长与基层食品安全监管力量不足、专业性不强之间的矛盾日益凸显，食品监管由“传统监管”向“智慧监管”转型升级势在必行。本文以浙江省杭州市为例展开调查，从各外卖平台的商家和消费者两个方面出发，探究商家建设阳光厨房的难点与消费者实际参加监管效果。首先运用数据挖掘的方法利用Python爬虫，爬取数据并进行可视化分析文本，获得消费者对于食品安全的监管情况；其次运用因子降维，Logistic回归，探究阳光厨房的建设难点与应用效果，影响双方进步的因素，最后通过改善前后的结果进行对比，得出结论，助力献策。
In recent years, the Central Committee of the Communist Party of China and the State Council have successively issued multiple heavyweight food safety documents, and a series of regulations and policies have put food safety work at a new height of governance. However, the contradiction between the wide range and rapid growth of food production and operation entities, as well as the insufficient and unprofessional grassroots food safety supervision, is becoming increasingly prominent. It is imperative to transform and upgrade food supervision from “traditional supervision” to “smart supervision”. This article takes Hangzhou City, Zhejiang Province as an example to conduct an investigation, starting from two aspects: merchants and consumers of various delivery platforms, to explore the difficulties of merchants building sunshine kitchens and the actual regulatory effects of consumers’ participation. Firstly, using data mining methods and Python crawlers to crawl data and visually analyze text to obtain consumers’ regulatory information on food safety; Secondly, factor dimensionality reduction and logistic regression were used to explore the construction difficulties and application effects of the Sunshine Kitchen, as well as the factors that affect the progress of both parties. Finally, conclusions were drawn by comparing the results before and after improvement to assist in providing suggestions.
