河北省农业水价综合改革存在的问题及对策
Problems and Countermeasures of Agricultural Water Price Comprehensive Reform in Hebei Province

本文通过研究河北省农业水价综合改革实施进展分析本省的改革重点，同时结合国内外水价改革文献资料分析改革存在的问题并提出可行性对策，以期为河北省水资源高效利用提供理论参考。研究表明：河北省农业水价综合改革面临的问题主要是各区域存在改革差距，基础条件较差地区面临改革困境、资金短缺与资金配置低效并存、对于农业水价理论研究不足、协调配合不到位和改革内生动力不足等。为进一步推动河北省农业水价综合改革，建议重视对已有成果的巩固，进一步加强改革内生动力、加快推进节水灌溉工程建设，完善用水计量设施、鼓励农业水价领域的科学研究，及时应用于改革实践、加强与其他政策的衔接，持续做好宣传工作、探索农业水价合理分担，发挥社会机构在改革中的作用。
This paper analyzes the reform priorities in Hebei Province by studying the progress of the implementation of the comprehensive agricultural water price reform, and analyzes the problems of the reform and proposes feasible countermeasures in the light of the literature on water price reform at home and abroad, in order to provide theoretical references for the efficient use of water resources in Hebei Province. The study shows that the problems faced by the comprehensive agricultural water price reform in Hebei Province are mainly the disparity of reform in each region, the dilemma of reform in areas with poor infrastructure, the coexistence of shortage of funds and inefficient allocation of funds, the lack of theoretical research on agricultural water price, the lack of coordination and cooperation, and the lack of endogenous motivation for reform. In order to further promote the comprehensive reform of agricultural water price in Hebei Province, it is recommended to pay attention to the consolidation of the existing achievements, further strengthen the endogenous momentum of reform, accelerate the construction of water-saving irrigation projects, improve water metering facilities, encourage scientific research in the field of agricultural water price and apply it to the reform practice in a timely manner, strengthen the connection with other policies, continue to do a good job of publicity, explore the reasonable sharing of agricultural water price, and play the role of social institutions in the reform.
