基于熵权-TOPSIS法的烟草行业县局“243”经济运行评价体系研究
Research on the “243” Economic Operation Evaluation System of Tobacco Industry County Bureaus Based on Entropy Weight-TOPSIS Method

烟草行业G省各县局利用“两率四走势三大平台”(以下简称“243”)经济运行监测体系存在不足，具体体现在对“三大平台”的监测和评价经济运行上有比较明显的短板。为解决上述问题，本文紧扣县局既是“三大平台”落地实施的综合体，又是“三大平台”功能发挥的实践体的功能定位，按照“指标体系构建–指标权重测算–评价信息集结–评价结果应用”的方法步骤，采用熵权-TOPSIS法探究县局“243”经济运行评价体系的构成，同时将其用于评价县局的经济运行水平。结果表明，该评价体系能科学反映基层单位的经济运行现状，并在此基础上形成了针对性的发展建议。
At present, there are shortcomings in the use of the “243” economic operation monitoring system by Tobacco Industry County Bureaus, which is reflected in the obvious shortcomings in the monitoring and evaluation of the economic operation of the “three platforms”. In order to solve the above problems, this paper closely follows that Tobacco Industry County Bureaus is not only a complex implementation of the “three platforms”, but also the functional positioning of the “three platforms”. According to the method and steps of “indicator system construction - indicator weight measurement - evaluation information aggregation information aggregation - evaluation result application”, the entropy right-TOPSIS method is used to explore the composition of the “243” economic operation evaluation system of Tobacco Industry County Bureaus, and at the same time, it is used to evaluate the economic operation level of Tobacco Industry County Bureaus. The results show that the evaluation system can scientifically reflect the current economic operation of grassroots units and form targeted development suggestions on this basis.
