普惠金融视角下金融助力欠薪保障长效机制研究
Study on the Long-Term Mechanism of Financial Assistance for Wage Arrears Protection from the Perspective of Inclusive Finance

基于当下备受关注的企业欠薪与农村灵活用工人群讨薪难等问题，通过已有的文献资料研究，深度探究现下欠薪保障长效机制的主要形式，并结合调查研究结果挖掘影响其长久有效运行的障碍与痛点。针对欠薪问题，本文在普惠金融视角下以金融为切入点，根据欠薪保障制度中的已知问题引入第三方金融机构，搭建政府监管机构 + 金融机构 + 企业单位多方联合的有效工作机制，积极保障薪资报酬按时、足额的发放，以切实解决农村灵活用工等人群工资保障问题。
Based on the current issues of wage arrears in enterprises and the difficulties in wage collection for rural flexible workers, this study utilizes existing literature to deeply investigate the main forms of long-term wage protection mechanisms and explores the obstacles and pain points that affect their effective operation, combining survey research results. Regarding wage arrears, this paper takes an inclusive finance perspective and uses finance as an entry point. It introduces third-party financial institutions based on the known issues in the wage protection system, establishes an effective working mechanism involving government regulatory institutions, financial institutions, and enterprises, and actively ensures that wages are paid on time and in full to effectively address the wage protection issues of rural flexible workers and other similar groups.
