英国托育服务体系的经验及本土镜鉴
The Experience and Enlightenment of British Childcare Service System to Chinese Childcare Service

目前我国的婴幼儿托育服务供给总量不足、结构严重失衡、质量参差不齐、缺乏监督保障等问题已成为摆在当前政府和社会各界面前的重大课题。英国已经在法律、管理、机构、监管等各个方面建立了完备的托育服务体系，本研究采用文献分析法和历史分析法，对英国托育服务体系进行分析，总结出英国托育服务体系建立的经验：有完备的托育服务政策；全面管理的托育服务管理体制；托育服务形式多样化；外部监管与自我监管共同作用的托育服务监管体系。以期对我国托育服务发展提供借镜：由政府主导完善托育服务政策；以家庭为基础制定托育服务政策；建立权责明确的托育服务管理体制；发展灵活多样的托育服务形式；加强对托育服务的评估督查。
At present, that China’s childcare services supply is insufficient, the structure is seriously unbal-anced, the quality is uneven, and the lack of supervision and guarantee has become a major issue in front of the current government and society. The UK has established a complete childcare service system in law, management, institutions, supervision and other aspects. This study uses literature analysis and historical analysis to study and analyze the UK childcare service system, and summarizes the experience of establishing the UK childcare service system: there are complete childcare service policies; the comprehensive management of the nursing service management system; the forms of child caring service are diversified and the supervision system of childcare services with the joint effect of external supervision and self-regulation. With a view to providing a reference for the development of China’s childcare service is: the government should take the lead to improve the policy of childcare service; to formulate the policy of childcare service on the basis of family; to establish a management system of care services with clear rights and responsibilities; develop flexible and diverse forms of care services; strengthen the evaluation and supervision of childcare services.
