人口老龄化下长期护理服务多元主体合作路径探究
Exploration of Multi-Subject Cooperation Paths of Long-Term Care Services under the Aging of Population

“十四五”时期明确提出发展养老服务业，积极应对人口老龄化。长期护理保险作为应对人口老龄化的重要举措，能够有效解决失能人员的护理难题。政府、家庭、社区和机构作为长期护理服务供给主体，应建立起良好的合作关系，实现长期护理服务有效供给。因此应培养多元主体长期合作环境；健全多元主体合作模式；完善多元主体合作的体系；建立多元主体合作管理机制，进一步优化多元主体间的合作路径，推动长期护理服务健康可持续。
During the “14th Five-Year Plan” period, it was clearly proposed to develop the elderly care service industry and actively cope with the aging of the population. As an important measure to cope with the aging of the population, long-term care insurance can effectively solve the nursing problems of disabled people. As the main providers of long-term care services, governments, families, communities and institutions should establish good cooperative relations to achieve effective supply of long-term care services. Therefore, a long-term cooperation environment of multiple subjects should be cultivated; the multi-subject cooperation model should be improved; the system of multi-subject cooperation should be improved; a multi-subject cooperative management mechanism should be established to further optimize the cooperation path between multiple subjects and promote healthy and sustainable long-term care services.
