韧性生存：多重制度逻辑下社工机构参与农村互助养老的出路
Resilient Survival: The Path for Social Work Agencies to Participate in Rural Mutual Aid for the Elderly under Multiple Institutional Logics

社工机构的融入是化解目前农村互助养老困境的有效举措，但在政府购买服务中社工机构的专业能力未充分发挥导致服务成效并不显著。本文借助F社工机构在T村开展互助养老服务这一案例，引入多重制度逻辑的理论分析框架，探究三方行动主体：地方政府、村组织、社工机构所代表的科层制逻辑、双重代理逻辑、专业化逻辑相互作用的过程，以及作用的结果如何限制社工机构专业能力的发挥、阻碍互助养老服务的持续深入开展。而后提炼出社工机构参与农村互助养老的出路：韧性生存，拓展专业化工作空间。
The integration of social work agencies into rural mutual care is an effective measure to solve the current dilemma of rural mutual care, but the professional capacity of social work agencies has not been fully utilized in the government purchased services, which leads to the ineffective service. With the help of the case of F social work organization’s mutual support and old-age care service in T village, This paper introduces a theoretical analysis framework of multiple institutional logics to investigate the process of interaction among the three actors: local government, village organization, and social work agency, and how the results of the interaction limit the professional capacity of social work agencies and hinder the sustainable development of mutual care services. Then, we extracted the way out for social work agencies to participate in rural mutual help elderly care: to survive with resilience and expand the space for professional work.
