积极老龄化视角下互助养老问题与对策研究——以江苏省为例
Research on Problems and Countermeasures of Mutual Support for the Aged from the Perspective of Active Aging—A Case Study of Jiangsu Province

当前我国正面对着不断加速的人口老龄化，在人口老龄化趋势加剧的情况下，如何为老年人提供养老服务，保障其养老生活，是目前亟需解决的问题。本研究以积极老龄化视角为切入点，围绕积极老龄化三大支柱——健康、参与、保障，利用文献分析法、实地调研法分析当前江苏省互助养老服务实践。研究发现目前江苏省互助养老实践在健康维度上存在专业性不足、对精神需求关注度低等问题；在参与维度上存在认知度低、参与度低等问题；在保障维度上缺乏政策保障、缺乏固定的资金来源等问题。对此，本文提出培养专业服务人才、开展养老宣传工作、健全互助养老制度等对策建议，以期促进江苏省互助养老健康发展，为构建积极老龄化社会拓宽思路。
Currently, our country is facing accelerating aging. With the aggravation of the aging trend, how to provide the pension service and ensure the life of the elderly is an urgent problem to be solved. This study takes the perspective of active aging as the entry point, focuses on the three pillars of active aging—health, participation and security, and uses literature analysis and field research method to analyze the current elderly care service practice in Jiangsu Province. It is found that the practice of mutual support for the aged in Jiangsu Province has some problems such as lack of professionalism and low attention to spiritual needs in terms of health dimension. In the dimension of participation, there are problems of low awareness and low participation. In terms of security dimension, it lacks a policy guarantee and a fixed source of funds. To this end, this paper puts forward some countermeasures and suggestions, such as training professional service personnel, carrying out propaganda work for the aged, and perfecting mutual aid for the aged system, in order to promote the healthy development of mutual aid for the aged in Jiangsu Province, and broaden ideas for building a positive aging society.
