新时代农村养老福利供给问题及对策研究
Research on the Problems and Countermeasures of Rural Endowment Welfare Supply in the New Era

新时代“双龄化”现象是影响社会发展的决定性因素之一，农村老年人的养老福利问题显得尤为重要。同时，解决老年人社会养老福利问题是一个持续性课题。从传统意义上来说社会福利供给的主体主要是国家、市场和家庭，但真正需要解决社会养老福利保障的实际问题必须从根本出发，以及社会力量的融入，健全了福利治理体系。以福利经济理论、福利三角理论和多元福利主义理论为视角，构建新型农村养老福利保障体系，主要体现在：(一) 构建多元体系，促进体系构建(多位一体)；(二) 健全福利设施，提高服务质量；(三) 加强政策时效，强化制度整合；(四) 提高福利意识，倡导“全员”参与。
The phenomenon of “Two-age” in the new era is one of the decisive factors affecting social development. At the same time, it is a continuing issue to solve the social pension welfare of the elderly. In the traditional sense, the main body of the social welfare supply is the state, the market and the family, but the real need to solve the social security of old-age pension must start from the root, as well as the integration of social forces; the welfare administration system has been improved. From the perspectives of the welfare economic theory, the welfare triangle theory and the multi-dimensional welfarism theory, this paper constructs a new type of rural old-age welfare security system, which is mainly embodied in: (1) constructing a multi-dimensional system and promoting the construction of the system (multi-in-one); (2) improving welfare facilities and improving service quality; (3) strengthening policy timeliness and system integration; (4) enhancing welfare awareness and advocating “All-member” participation.
