德国区域发展不平衡问题的现象与治理
The Phenomenon and Governance of Unbalanced Regional Development in Germany

德国社会的区域发展具有十分显著的特征。由于产业结构老化调整、伴着社会制度的落后以及财政流转困难等问题，德国社会在历史上分别出现了三个不同阶段的区域发展不均衡现象。随着二十世纪九十年代德国的统一，德国的东西部发展不平衡问题成为了德国政府治理区域发展的核心关切。文章研究发现，依靠实施财政平衡制度、独特的地区结构政策配合社会保障制度的改革，德国有效缓解了区域发展不平衡的现象，并为世界其他面临区域发展不平衡问题的国家和地区提供了可借鉴的有效经验。
The regional development of German society exhibits distinguishing marks. Due to the adjustment of aging industrial structure, backward social systems and the difficulties in cash-flow, three different stages of unbalanced regional development occurred in German history. With the unification of Germany in the 1990s, the problem of unbalanced development between East and West Germany became a major concern of the German government in terms of regional development. This paper finds that through the implementation of fiscal balance system, unique regional structural policies, and reform of the social security system, Germany has managed to a correct the imbalance of development among regions and provided providing experience for other countries faced with the same barrier.
