我国农村公共产品供给机制问题研究
Research on the Supply Mechanism of Rural Public Goods in China

加强农村公共产品供给是全面推进乡村振兴战略、坚持农业农村优先发展战略的题中应有之义。农村公共产品供给机制是对农村公共产品供给活动中资源配置方式的总称，涉及供给参与主体、资金筹资机制、供给决策机制等要素。随着农村地区经济社会的发展，我国现行的农村公共产品供给机制存在不能完全适应新的供给环境、不能充分保障农村公共产品的供给以及容易引发供需结构失衡的问题，迟滞了乡村地区的现代化建设的步伐和城乡融合协调发展的进程。因此，本文回顾了我国农村公共产品供给机制的发展历程，对我国目前农村公共产品供给机制的运行现状进行分析，并就相关问题试着提出可行的政策建议。
Strengthening the supply of rural public products is the right thing to do to comprehensively promote the rural revitalization strategy and adhere to the priority development strategy of agriculture and rural areas. Rural public product supply mechanism is a general term for the way of resource allocation in rural public product supply activities, involving such elements as supplying participating subjects, fund financing mechanism and supplying decision mechanism. With the economic and social development of rural areas, China’s current rural public goods supply mechanism is not fully adapted to the new supply environment, cannot adequately guarantee the supply of rural public goods, and is prone to structural imbalance between supply and demand, which delays the pace of modernization of rural areas and the process of coordinated development of urban-rural integration. Therefore, this paper reviews the development of China’s rural public goods supply mechanism, analyze the current operation status of China’s rural public goods supply mechanism, and try to put forward feasible policy suggestions on related problems.
