科技计划项目资金管理政策演进的研究——基于文本数据挖掘
Research on the Evolution of Fund Management Policy of Science and Technology Plan Project—Based on Text Data Mining

科技计划项目资金管理改革是在国家实施创新驱动发展的背景下深化科技体制改革、提升创新活力的重要手段，梳理其演变进程，有助于促进政策改革与优化，促进科技事业发展。本研究运用PC-Value函数，以2010年以来国家及吉林省颁布的政策文献为样本进行文本挖掘分析，通过合著网络、聚类共词、关联演化分析等方法，研究不同阶段科技项目资金管理政策主体及其主题的变化。研究发现，科技计划项目资金管理政策主题随着时代不断更迭，显现出由科技项目与经费制度管理转向税收激励、扩大科研人员“自主权”及推进经费“包干制”发展的变化特点。
The reform of fund management of science and technology plan projects is an important mean to deepen the reform of science and technology system and enhance the vitality of innovation under the background of national innovation-driven development. Combing its evolution process will help promote policy reform and optimization and promote the development of science and technology. This study uses the PC-Value function to conduct text mining analysis based on the policy documents issued by the state and Jilin Province since 2010. Through co-author network, co-word clustering, association evolution analysis and other methods, this paper studies the changes of policy subjects and themes of fund management of science and technology projects in different stages. The study found that the theme of science and technology project fund management policy has changed with the times, from the management of science and technology projects and funding systems to tax incentives, expanding the “autonomy” of scientific research personnel and promoting the development of the “contracting system” of funds.
