城市生活垃圾分类多元协同治理困境研究
Research on the Dilemma of Multiple Collaborative Management of Municipal Solid Waste Classification

C市自2021年起施行《C市城乡生活垃圾管理条例》，C市X社区在政策执行之初积极响应，并将社区居委会、物业、志愿者等多元主体纳入到生活垃圾分类的治理中。多元主体协同治理伊始取得了显著成效，但由于多元主体间价值理念各异、目标不统一、动力不足等原因，导致垃圾分类的治理随着时间的推移渐渐形同虚设。为解决C市X社区在多元治理中存在的问题，应从加强党建引领、统一价值理念、完善激励政策等方面入手，促进C市X社区的生活垃圾分类多元协同治理长效机制的构建。
C City has implemented the Regulations on the Management of Urban and Rural Household Waste since 2021. Community X of C City responded positively at the beginning of the implementation of the policy, and brought multiple subjects such as community committees, property management and volunteers into the management of household waste classification. Multi-subject collaborative governance has achieved remarkable results at the beginning, but due to the different values, goals, lack of motivation and other reasons among the multi-subject, the governance of garbage classification gradually becomes useless as time goes by. In order to solve the problems existing in multiple governance of X community in C City, we should strengthen the guidance of party construction, unify the value concept, improve the incentive policy and other aspects to promote the establishment of a long-term mechanism of multiple collaborative governance of household garbage classification in X community in C City.
