基于AHP-FCE模型的黑龙江省电子政务外包效果评价
Evaluation on the Effect of E-Government Outsourcing in Heilongjiang Province Based on AHP-FCE Model

近年来，信息化快速发展，各级政府都进行了一定程度的电子政务改革，把非核心的业务外包出去，提高业务处理的效率，更好地为人民服务，提高人民对政府的满意度。论文选取黑龙江省为研究对象，结合电子政务外包的特点在借鉴现有研究成果的基础上，建立了由4个二级指标和18个三级指标构成的电子政务外包效果评价指标体系，运用层次分析法与模糊综合评价法建立AHP-FCE模型，对黑龙江省电子政务外包效果进行评价，分析评价结果并提出了提升黑龙江省电子政务外包效果的对策建议。
In recent years, with the rapid development of informatization, governments at all levels have carried out e-government reform to a certain extent, outsourcing non-core businesses, improving the efficiency of business processing, better serving the people, and improving people’s satisfaction with the government. This paper selected Heilongjiang Province as the research object, combines with the characteristics of e-government outsourcing, and draws on existing research results to establish an evaluation index system for the effectiveness of e-government outsourcing, consisting of 4 secondary indicators and 18 tertiary indicators. The AHP-FCE model is established using Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation to evaluate the effectiveness of e-government outsourcing in Heilongjiang Province, analyze the evaluation results, and propose countermeasures and suggestions to improve the effectiveness of e-government outsourcing in Heilongjiang Province.
