四川省失业保险基金运行及策略改进研究
Study on the Operation and Strategy Improvement of Unemployment Insurance Fund in Sichuan Province

我国的失业保险制度作为以抑制失业、促进再就业以及保障失业者基本生活为主要功能的社会保障项目，对我国的民生保障以及人力资本发展都具有重要作用。四川省是西南地区第一经济体，处于经济飞速发展阶段，就业人口众多。文章通过分析政府相关政策文件以及四川省失业保险基金等相关数据，发现失业保险基金在基金覆盖范围、运行机制、使用效率等方面存在的问题，并提出加强基金管理、扩大覆盖范围以及规范基金投资运行管理、提高基金保值增值的能力等方面的建议。
China’s unemployment insurance system, as the main social security project with the main function of suppressing unemployment, promoting reemployment and guaranteeing the basic life of the unemployed, plays an important role in ensuring the people’s livelihood and the development of human capital. Sichuan Province is the largest economy in southwest China, it is in the stage of rapid economic development and has a large employment population. The article through the analysis of relevant government policy documents and the unemployment insurance fund of Sichuan Province, found that problems existing in the unemployment insurance fund in the fund coverage, operation mechanism, use efficiency, etc. and put forward to strengthen the fund management, expand coverage, and standardize the fund investment management, improve the ability of the fund value.
