矿山企业全员安全生产责任制建立方法探讨
Discussion on the Establishment Method of Safety Production Responsibility System for All Employees in Mining Enterprises

为减少矿山事故的发生，“落实全员安全生产责任制”的要求屡次出现在有关政府部门规章文件当中，是各级监督管理部门安全生产督查的重点内容，同时也是各矿山企业建立科学安全管理体系的必然要求。本文以矿山企业为研究对象，分析了全员安全生产责任制建设的必要性，并详细探究了全员安全生产责任制的建立方法。研究表明：建立健全全员安全生产责任制既是矿山企业的法定义务，也是其安全管理的核心；矿山企业全员安全生产责任制建立程序可分为七个步骤，有效刻画了落实企业责任制的发展流程。研究结果为企业重新建立和落实全员安全生产责任制提供了科学合理的方法，推进了企业安全发展。
In order to reduce the occurrence of mine accidents, the requirement of “implementing the safety production responsibility system of all employees” has repeatedly appeared in the regulations and documents of the relevant government departments, which is the key content of the safety production supervision and inspection of the supervision and management departments at all levels, and is also the inevitable requirement of each mining enterprise to establish a scientific safety management system. This paper takes mining enterprises as the research object, analyzes the necessity of the construction of the full staff safety production responsibility system, and probes into the establishment method of the full staff safety production responsibility system in detail. The research shows that establishing and improving the safety production responsibility system of all employees is not only the legal obligation of mining enterprises, but also the core of their safety management; The establishment process of the safety production responsibility system for all mining enterprises can be divided into seven steps, which effectively depicts the development process of implementing the enterprise responsibility system. The research results provide scien-tific and reasonable methods for enterprises to re-establish and implement the responsibility sys-tem for safety production of all employees, and promote the safety development of enterprises.
