Abstract:

协同发展既是粤港澳大湾区建设的主要目标,也是衡量粤港澳大湾区建设进展的重要表征,然而统计体系差异明显导致对粤港澳大湾区开展协同评价存在困难。从发展水平均衡性、空间布局均衡性和结构状态均衡性三个维度建立粤港澳大湾区协同发展理论框架和评价体系,基于POI等多源数据运用熵权TOPSIS指数、Dagum基尼系数、空间核密度等分析方法,文章分别评价了粤港澳大湾区的交通、产业、市场、公共服务和生态环境保护等五个领域的协同发展水平。结果发现,2015~2020年,粤港澳大湾区生态环境保护协同水平最高但有一定波动性,交通协同发展水平提升较快,产业、市场和公共服务协同发展的提升不够明显,受到新冠肺炎疫情的影响,2020年除交通之外其它四个领域的协同发展均受到较为明显的冲击,都市圈之间的协同发展水平有待进一步提高。在此基础上,提出推动粤港澳大湾区协同发展的策略建议。
Cooperative development is not only the main goal of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, but also an important indicator to measure the progress of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. However, there are three dis-tinct statistical systems in the Guangdong-Hong Kong-Macao Greater Bay Area, which makes it dif-ficult to carry out evaluation for cooperative development of the Guangdong-Hong Kong-Macao Greater Bay Area. The theoretical framework and evaluation system of the Cooperative develop-ment of Guangdong-Hong Kong-Macao Greater Bay Area are established from three dimensions of development level equilibrium, spatial distribution equilibrium and structural state equilibrium. Based on POI and other multi-source data, using entropy weight TOPSIS index, Dagum Gini coeffi-cient, spatial kernel density and other analytical methods, this paper evaluates level of collabora-tive development of five areas of transportation, industry, market, public service and ecological environmental protection in Guangdong-Hong Kong-Macao Greater Bay Area. The results show that the Guangdong-Hong Kong-Macao Greater Bay Area has the highest level of ecological and en-vironmental protection synergy but has certain volatility from 2015 to 2020, the level of trans-portation synergy has improved rapidly, and the synergistic development of industries, markets and public services has not improved significantly. In 2020, the collaborative development of the other four fields except transportation will be affected more obviously, and the level of collaborative development between metropolitan areas needs to be further improved. Finally, this paper puts forward strategic suggestions to promote the coordinated development of the Guangdong-Hong Kong-Macao Greater Bay Area.
