论重大行政决策责任追究制度与完善
On the System and Improvement of Accountability for Major Administrative Decisions

重大行政决策关乎社情民意，关乎公共利益，关乎国家发展，提升政府的行政水平，必然离不开科学合理的政府行政决策。然而在实践中，重大行政决策呈现出责任追究主体效用发挥不足、责任承担对象混乱等一系列问题，致使重大行政决策责任追究制度效用没有得到更好的发挥。因此，本文以这些问题为导向，从完善重大行政决策责任追究制度的必要性入手并延展开来，探索解决这些实践困境的路径和方法，以期能适度完善该制度。完善重大行政决策责任追究制度，不仅可以弥补行政决策法治体系中的短板，还可以倒逼重大行政决策机关和决策者科学、民主、依法决策，更大限度地保证行政权力在法治的轨道上科学有序地运行，促进法治政府建设，维护最广大人民群众的合法权益，助推依法治国建设，提升我国法治治理水平和治理能力。
Major administrative decisions are related to social conditions and public opinions, public interests and national development. To improve the administrative level of the government, scientific and reasonable administrative decisions are indispensable. However, in practice, major administrative decision-making presents a series of problems, such as insufficient utility of the subject of accountability, confusion of the object of accountability, which result in the effectiveness of major administrative decision-making accountability system has not been better exerted. Therefore, this paper, guided by these problems, starts with the necessity of perfecting the accountability system for ma-jor administrative decisions and extends it, exploring the paths and methods to solve these practical dilemmas, with a view to improving the system moderately. Perfecting the accountability system for major administrative decisions can not only make up for the shortcomings in the legal system of administrative decision-making, but also force major administrative decision-making organs and decision makers to make scientific, democratic and legal decisions, ensure the scientific and orderly operation of administrative power on the track of rule of law to a greater extent, promote the construction of a government ruled by law, safeguard the legitimate rights and interests of the overwhelming majority of the people, boost the construction of governing the country according to law, and enhance the level and ability of governance under the rule of law in China.
