“双减”政策视域下农村义务教育发展的路径探析

Abstract:
在2021年7月24日,中共中央办公厅、国务院办公厅印发《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》,要求各地区各部门结合实际认真贯彻落实。在2022年10月,全国人大表示:“双减”拟明确入法,避免加重义务教育阶段学生负担。所谓“减负”减的是学生的负担,减的是学生成长过程中过重的、不必要的额外负担。此次“双减”政策文件出台,就是切实落实立德树人根本任务,促进学生全面发展,健康成长成才。但是在农村教育的发展中,对于提高教学效率,提升学生学习自主性仍然存在诸多挑战。本文通过收集大量数据材料,主要围绕学生、学校教师、家长等方面来进行问题调查研究,最终对调研结果做出可行性对策。
On July 24, 2021, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in the Compulsory Education Stage, requiring all regions and departments to seriously implement it in light of actual conditions. In October 2022, the National People’s Congress stated that the “double reduction” is intended to be explicitly incorporated into the law to avoid increasing the burden on students in the compulsory education stage. The so-called “burden reduction” reduces the burden of students, reducing the excessive and unnecessary additional burden of students in the process of growth. The issuance of the “double reduction” policy document is to effectively implement the fundamental task of cultivating virtue and cultivating people, promote the all-round development of students, and grow into talents in a healthy way. However, in the development of rural education, there are still many challenges to improve teaching efficiency and enhance students’ learning autonomy. By collecting a large number of data materials, this paper mainly focuses on students, school teachers, parents, etc. to investigate and research, and finally make feasible countermeasures for the research results.
