突发事件中的政府信息公开法律问题研究

近年来，突发事件的频繁发生，扰乱了正常的公共秩序，考验着政府的应急管理能力，进一步要求政府部门做好政府信息公开工作，同时对法治政府的建设提出了挑战。政府信息公开能够帮助政府和公民更有效地应对突发事件，也有助于更便捷地维护社会秩序、提高政府的公信水平。完善政府信息公开机制，对保障公民的信息获取权，监督公权力的行使，建设服务型政府具有重要意义。突发事件中的政府信息公开制度，在实际操作中存在一些问题，主要表现在突发事件中政府不够重视信息公开工作、信息公开方式单一化、突发事件预警机制不完善等问题。为此，应完善突发事件中的政府信息公开制度，完善具体化的法律细则，建立统一的信息公开机制。
In recent years, the frequent occurrence of emergencies has disturbed the normal public order, tested the government’s emergency management ability, further required government departments to do a good job in government information disclosure, and challenged the construction of a government under the rule of law. Government information disclosure can help the government and citizens respond to emergencies more effectively, maintain social order more conveniently and improve the level of public trust of the government. Perfecting the government information disclosure mechanism is of great significance for guaranteeing citizens’ right to obtain information, supervising the exercise of public power and building a service-oriented government. There are some problems in the actual operation of the government information disclosure system in emergencies, mainly manifested in the government does not pay enough attention to the information disclosure work, the information disclosure method is simple, the emergency early warning mechanism is not perfect and so on. Therefore, we should perfect the government information disclosure system in emergencies, perfect specific rules and regulations, and establish a unified information disclosure mechanism.
