Abstract:

在高等教育受到市场化影响的背景下,在大学治理中存在着被忽视的“企业范式”。本文在“官僚范式”、“学院范式”、“政治范式”三种大学治理的传统范式的基础上,将关注点落在大学治理的“企业范式”。并基于组织的非理性理论与松散耦合理论,建构出大学治理范式的“BCPE四象限模型”(“BCPE”即Bureaucratic Model, Collegial Model, Political Model和Enterprise Model)。结合香港科技大学治校的实例,本文认为四种治理范式各有其适用性,要在大学发展中有效地混合四种治理范式,并有效地化解范式之间的冲突。
In the context of the marketization of higher education, there is a neglected “enterprise model” in university governance. Based on the three traditional models of university governance, namely the “bureaucratic model”, “collegial model” and “political model”, this paper focuses on the “enterprise model” of university governance. Based on the irrational theory of organization and the theory of loose coupling, the “BCPE four-quadrant model” of university governance model (BCPE means Bureaucratic Model, Collegial Model, Political Model and Enterprise Model) is constructed. Based on the example of The Hong Kong University of Science and Technology (HKUST), this paper believes that each of the four governance models has its own applicability, and that it is necessary to effec-tively mix the four governance models in the development of the university and effectively resolve the conflicts between them.
