治理理论下社区养老服务的公私合作供给研究——以宁波市个案为例
Research on Public Private Cooperation Sup-ply of Community Elderly Care Service under Governance Theory—Taking Ningbo as an Example

我国自从21世纪初进入老龄化社会以来，老年人口逐年增加，老龄化高龄化快速发展，导致养老服务需求随之增加。过去近二十年来，我国对于养老服务相关的政策问题非常重视，并提出一些长期性的规划。为能提供更好的服务，地方政府机关尤其需要通力合作以满足老年人的服务需求。基于此，本研究以社区养老服务的公私合作供给为研究主题，运用质性研究方法，分析影响组织间公私合作的重要因素。本研究发现：政府支持、目标清晰、权责明确、非正式合作、过去合作的经验以及服务对象的认知，是影响公私合作的重要因素。
Since China entered the aging society at the beginning of the 21st century, the elderly population has increased year by year, and the aging and aged have developed rapidly, resulting in an increase in the demand for elderly care services. In the past two decades, China has attached great importance to policy issues related to elderly care services and put forward some long-term plans. In order to provide better services, local government agencies in particular need to work together to meet the service needs of the elderly. Based on this, this study takes the provision of public-private cooperation in community elderly care services as the research theme, and uses qualitative research methods to analyze the important factors affecting public-private cooperation between organizations. This study finds that government support, clear goals, clear rights and responsibilities, informal cooperation, past cooperation experience and client perceptions are important factors affecting public-private cooperation.
