中国周边国际组织语言政策研究——东南亚地区以东盟为例
A Study on Language Policies of International Organizations in China’s Peripheries—Taking ASEAN in Southeast Asia as an Example

东南亚国家联盟(以下简称东盟)作为一个重要的区域性国际组织，积极维护亚太地区的和平、推动东亚地区的整合，对实现东亚共同体具有重要的现实意义。本文通过相关论著、研究报告、国际组织官网等获得理论文献，经过整理、文本分析和翻译研究等方法，对中国周边国际组织进行简要梳理，明确周边国际组织语言政策在语言政策领域中的定位，重点描述东盟所处的语言环境和语言状况，深入阐释东盟的工作语言、官方语言和教育语言，了解东盟语言政策的主要形态、内容以及实践，探讨对中国周边外交的启示。
As an important regional international organization (IO) in Asia, Association of Southeast Asian Nations (ASEAN) actively maintains peace in the Asia-Pacific region, promotes the integration of the East Asian region, and has important practical significance for the realization of East Asian Community. Through relevant treatises, research reports, official websites of IOs, and other theoretical documents, after collation, textual analysis and translation studies, this paper briefly combs China’s peripheral IOs, clarifies the positioning of the language policies (LPs) of peripheral IOs in the field of LP. It focuses on describing the language environment and language situation in which ASEAN is located, provides an in-depth explanation of the working, official and educational languages of ASEAN, and understands the main forms and contents of ASEAN’s LP and its policy practices in dealing with language issues, and finally the implications for China’s peripheries diplomacy are discussed.
