教育公平与选择自由:江苏高考制度二十年的改革与反思

Abstract:

自2000年至今,江苏高考改革走过了二十多年。从江苏启动高考改革以来,在考试科目设置、志愿填报机制、招生录取方式等方面都进行了有益的尝试,取得了较好成果。2014年,我国开启新一轮高考综合改革,江苏作为第三批试点省份政策已经落地实施两年。新高考改革在江苏“08方案”的基础上,对保障教育公平、促进考生选择自由等方面有了新的发展。但同时,新方案实施过程中也产生了一些新情况、新问题,突出表现为政策导向与现实期待冲突、社会理性与个体理性冲突、群体利益与多元诉求冲突。本文基于公平与自由的视角,反思江苏高考制度的二十年改革,提出加强新高考改革成效评估,加强对苏北地区经济支持,加强生涯规划选科辅导等措施,梯次推进改革进程,促进考生选择自由和保障教育公平。以希为江苏新高考制度的进一步完善提供些许建议。
Since 2000, Jiangsu college entrance examination reform has gone through more than 20 years. Since Jiangsu started the reform of college entrance examination, it has made some beneficial attempts in subjects setting, voluntary reporting mechanism, enrollment and enrollment, etc. In 2014, our country started a new round of comprehensive reform of college entrance examination. Jiangsu as the third batch of pilot provinces policy has been implemented for two years. Based on the “08 Program” of Jiangsu Province, the new college entrance examination reform has made new progress in guaranteeing education fairness and promoting examinee freedom of choice. At the same time, there are some new situations and problems in the implementation of the new plan, such as conflict between policy orientation and realistic expectation, conflict between social rationality and individual rationality, conflict between group interests and multiple demands. Based on the perspective of fairness and freedom, this paper reflects on the 20-year reform of the college entrance examination system in Jiangsu Province, and puts forward some measures such as strengthening the evaluation of the effectiveness of the new college entrance examination reform, strength-ening the economic support for northern Jiangsu Province, strengthening the guidance of career planning and subject selection, etc., in order to provide some suggestions for the further improvement of Jiangsu’s new college entrance examination system.
