新形势下中国平台经济治理的政策困境与发展向度研究——基于政策网络理论的分析
Research on the Policy Dilemma and Development Direction of China’s Platform Economic Governance under the New Situation—An Analysis Based on Policy Network Theory

平台经济治理是指在新形势下平台经济迅速发展所塑造的生态系统中，以治理的实践科学设计平台经济活动的规则与激励机制的一种制度创新活动。本文以政策网络理论为基础，结合我国平台经济发展的三个阶段，归纳出科层型网络、委托型网络、多元主义网络三种平台经济治理的政策网络类型及其相应特征。进一步通过梳理各阶段行动主体的网络互动关系和平台经济治理行为，剖析三种政策网络下治理主体的互动问题，并根据其运行机制特点，分别与英、美、欧盟的平台经济治理策略进行比较，从而针对中国平台经济的未来走向提出适合中国本土的治理策略，以期为中国营商环境的深入发展从平台经济治理的角度提供一些思考。
Platform economic governance refers to an institutional innovation activity that scientifically de-signs the rules and incentive mechanisms of platform economic activities with the practice of gov-ernance in the ecosystem shaped by the rapid development of platform economy under the new situation. Based on the policy network theory, combined with the three stages of China’s platform economic development, this paper summarizes the policy network types and corresponding char-acteristics of three platform economic governance types: bureaucratic network, entrusted network and pluralist network. Furthermore, by sorting out the network interaction relationship and platform economic governance behavior of actors at each stage, the interaction of governance en-tities under the three policy networks is analyzed, and according to the characteristics of their operating mechanisms, they are compared with the platform economic governance strategies of the United Kingdom, the United States and the European Union, so as to put forward governance strategies suitable for China’s local government for the future trend of China’s platform economy, in order to provide some reflections from the perspective of platform economic governance for the in-depth development of China’s business environment.
