国土空间规划背景下村庄规划编制的思考与研究
Thinking and Research on Village Planning Preparation under the Background of National Land Space Planning

想要解决我国的“三农”问题，实施乡村振兴战略发展目标，需要基于乡村规划着手。2019年5月，国务院颁布《中共中央国务院关于建立国土空间规划体系并监督实施的若干意见》，其中基于新时期、新社会发展理念针对空间规划体系作出了全新的标准及要求，其中以村庄规划为代表，指明了未来的规划方向，代表着对原有规划体系的一次全新变革。同年5月，我国自然资源部颁布并落实《自然资源部办公厅关于加强村庄规划促进乡村振兴的通知》，其中指出，在村庄规划过程中需要实现多规合一，以实现乡村地区山林水湖草的全域空间布局体系，以实现对我国乡村振兴的推动和引导。基于此，文章针对国土空间规划背景下的村庄规划编制展开相应的探讨和研究，并提出规划编制策略，以供参考。
In order to solve the “three rural” problems in my country and implement the development goals of the rural revitalization strategy, it is necessary to start based on rural planning. In May 2019, the State Council promulgated the “Several Opinions of the Central Committee of the Communist Party of China and the State Council on Establishing a Territorial Spatial Planning System and Supervising the Implementation”, which made new standards and requirements for the spatial planning system based on the new era and new social development concepts. Village planning as the representative points out the future planning direction and represents a brand-new change to the original planning system. In May of the same year, the Ministry of Natural Resources of my country promulgated and implemented the “Notice of the General Office of the Ministry of Natural Resources on Strengthening Village Planning and Promoting Rural Revitalization”, which pointed out that in the process of village planning, it is necessary to realize the integration of multiple plans to realize the realization of mountains, forests, waters and lakes in rural areas. The overall spatial distribution system of grass is to realize the promotion and guidance of rural revitalization in my country. Based on this, this paper conducts corresponding discussions and researches on the preparation of village planning under the background of national land space planning, and pro-poses planning preparation strategies for reference.
