社区养老应成为我国主干养老模式
Community Elderly Care Should Become the Main Mode of Elderly Care in China

伴随着社会转型和人口老龄化加快，我国正快速由“老龄化社会”步入“老龄社会”，传统养老模式已无法满足老年人现实的养老需求，如何养老不仅是应对老龄社会的现实问题，也是国家治理现代化建设重要层面。以家庭养老为主、机构养老为辅、大力来发展社区养老，是我国社会化养老模式发展战略选择，社区养老模式更符合我国老龄化特点和人文特征，能很好弥补家庭养老和机构养老的不足及现实问题，社区养老未来发展应充分发挥政府主导职能，进一步完善政策支持体系，充分整合社会资源，构建主体多元的社区养老服务体系，使社区养老成为我国主干养老模式。
With the social transformation and the accelerated aging of the population, China is rapidly moving from an “aging society” to an “elderly society”. The traditional pension model has been unable to meet the actual pension needs of the elderly. How to provide for the elderly is not only a practical problem to deal with the aging society, but also an important aspect of national governance modernization. It is a strategic choice for the development of China’s socialized elderly care model to give priority to family elderly care, supplemented by institutional elderly care, and vigorously develop community elderly care. The community elderly care model is more in line with China’s aging characteristics and humanistic characteristics, which can well make up for the shortcomings and practical problems of family elderly care and institutional elderly care. The future development of community elderly care should give full play to the leading functions of the government, further improve the policy support system, and fully integrate social resources, build a diversified community elderly care service system to make community elderly care become the main elderly care model in China.
