营商环境优化视域下红河州民营经济高质量发展研究
A Study of the High-Quality Development of the Private Economy in Honghe Prefecture from the Perspective of Business Environment Optimization

随着我国经济由高速增长迈向高质量发展阶段，营商环境优化已成为调整经济发展结构、转换经济发展动能、推动经济高质量发展的内在要求和重要路径选择。课题组从政务环境、政策环境、市场环境、融资环境、经营环境、人才环境、贸易环境、法治环境、政商关系9个方面对红河州的营商环境展开调查。通过调研发现，红河州营商环境与发达地区存在着较大的差距，营商环境优势不突出是阻碍红河州经济高质量发展的制约因素。要想助力红河州民营经济高质量发展，优化营商环境是目前急需解决的问题，尤其是重点需要做好融资环境、人才环境和市场环境的优化。
As China’s economy shifts from the high-speed growth stage to the high-quality development stage, optimizing the business environment has become an inherent requirement and an important path choice for adjusting the economic development structure, transforming the economic development momentum, and promoting high-quality economic development. The research group investigated the business environment of Honghe Prefecture from nine aspects: government affairs environment, policy environment, market environment, financing environment, business environment, talent environment, trade environment, legal environment and government-business relationship. Through research, it is found that there is a relatively large gap between the business environment of Honghe Prefecture and the business environment of developed areas. The lack of prominent business environment advantages is a constraint that hinders the high-quality economic development of Honghe Prefecture. In order to boost the high-quality development of private economy in Honghe Prefecture, optimizing the business environment is an urgent problem to be solved, especially the optimization of financing environment, talent environment and market environment.
