农村公共服务数字化建设——逻辑框架、功能定位与效能保障
Digital Construction of Rural Public Service—Logical Framework, Function Orientation and Efficiency Guarantee

在“数字中国”和“乡村振兴”战略大背景下，如何利用数字化建设来优化农村公共服务的质量、更好地满足农村居民日益增长的各类服务需求是当下最关键的问题。当前我国公共服务数字化建设总体上得到了较大的提升，然而农村地区因受到“数字鸿沟”、人员素质等多因素限制，农村公共服务数字化建设仍然面临较大的困难与挑战。本文从农村公共服务数字化建设的理论逻辑、历史逻辑和实践逻辑三个维度，探讨农村公共服务数字化建设的基础功能、延伸功能和拓展功能，分析我国农村公共服务数字化建设中存在的问题并提出相应的效能保障对策，以期对农村公共服务数字化建设提供对策建议。
Under the background of “digital China” and “rural revitalization” strategy, how to optimize the quality of rural public services by using digital construction and better meet the growing needs of rural residents for various services is the most critical issue at present. The digitalization construction of public service in China has been greatly improved on the whole. However, the digital-ization construction of rural public service is still facing great difficulties and challenges due to the limitations of “digital divide”, personnel quality and other factors. From theoretical logic, historical logic and practical logic of the digital construction of rural public services, this paper discusses the basic function, extension function and extension function of digital construction of rural public services, analyzes the problems existing in the digital construction of rural public services and puts forward the corresponding efficiency guarantees so as to provide countermeasures and suggestions to the digital construction of rural public services.
