社会治理下城市社区公共空间冲突与治理研究
Research on the Conflict and Governance of Urban Community Public Space under Social Governance

社区公共空间已经成为居民参与多样化活动的重要载体，虽然目前我国城市社区建设与发展取得了很大的成就，且日渐形成自己特色，但由于社区空间治理相关法律法规缺失、行政力量干预、居民公共参与积极性不高等因素使得社区公共空间治理存在很多的潜在问题与挑战。在实践中，社区空间治理要从科学认识公共空间相关关系、完善法律体系结构、优化治理结构、宣传提高居民参与意识与监督责任落实等方面努力，促进社区空间多元治理主体之间的博弈、协商与合作。通过提高空间治理法制化水平、增强空间治理自愿性、完善空间治理体系、唤醒社区空间发展活力等途径，从而实现良好的社区公共空间冲突与问题的治理。
Community public space has become an important carrier for residents to participate in diversified activities, although at present our country’s urban community construction and development has made great achievements, and gradually formed its own characteristics, however, there are many potential problems and challenges in community public space governance due to the lack of relevant laws and regulations, the interference of administrative forces, and the low enthusiasm of residents in public participation. In practice, community space governance should make efforts to scientifically understand the relationship between public space, improve the structure of legal system, optimize the governance structure, promote residents’ awareness of participation and supervision on the implementation of responsibilities, etc. to promote multi-governance of com-munity space between the main game, consultation and cooperation. By improving the legal level of space governance, strengthening the voluntary nature of space governance, improving the space governance system, awakening the vitality of community space development, etc., good governance of community public space conflicts and issues will be achieved.
