街道办事处的履职困境与制度改进研究

我国现行街道办事处制度运行缺少顶层设计，各地执行情况大有不同。街道办事处存废问题影响我国下一步基层治理模式变革方向。基于我国当前政府工作与人民需求存在衔接困难的情况，保有街道办事处作为缓冲部门确有必要。在社会力量完善与组织能力提升后，可逐步引导其退出历史舞台。
The current sub-district office system in China lacks top-level design, and the implementation is very different in different regions. The problem of sub-district offices’ reservation and abolition will affect the next reform direction of the grass-root governance model in China. Based on the current difficulties in linking the work of the government with the needs of the people, it is necessary to keep the sub-district office as a buffer department. After the improvement of social forces and or-ganizational capacity, the sub-district office can gradually withdraw from the historical stage.
