乡村振兴背景下大学生基层就业政策执行中存在的问题与对策研究——以四川省西部计划为例
Research on Problems and Countermeasures in the Implementation of Grassroots Employment Policy under the Background of Rural Revitalization—A Case Study of West Plan in Sichuan Province

就业是最大的民生。作为三大就业难群体的高校毕业生，在各方面的压力与吸引下，一部分大学生选择了基层就业，另一部分依然对大学生基层就业项目不太感兴趣，选择了在各个领域自主择业。本文主要将大学生基层就业项目分为四个部分，它们分别是：“西部计划”、“三支一扶”计划、大学生“村官”计划以及“特岗教师”计划。从一项政策的生命周期来看，各个阶段都会对政策的效用产生巨大的作用，但本文认为一项政策的执行环节具有特别的研究价值。本文以四川省“西部计划”政策的执行过程为研究对象，着眼于找出该政策在四川省执行中存在的问题并分析产生原因，最后根据研究资料掌握的情况以及实际现状，提出几点相关建议，以期能发挥一定的社会价值。
Employment is the biggest livelihood issue. As the three difficult employment groups of college graduates, under the pressure and attraction from all aspects, some college students choose grassroots employment, others are still not interested in the grassroots employment project of college students, chose to choose jobs in various fields independently. This article mainly divides the undergraduate grassroots employment project into four parts. They are respectively: “Western Plan”, “Three Supports and One Support” plan, college students “Village Official” plan and “Special Post Teacher” plan. From the perspective of the life cycle of a policy, each stage will have a huge effect on the effectiveness of the policy, among which, this paper considers that the implementation of a policy has special research value. This paper takes the implementation process of the “Western Plan” policy in Sichuan Province as the research object, focuses on finding out the problems existing in the implementation of the policy and analyzes the causes. Finally, according to the research information, the situation and the actual situation, puts forward some relevant suggestions, in order to play a certain social value.
