后扶贫时代凉山州义务教育投入面临的困境分析

Abstract:

义务教育投入是实现民族地区义务教育机会公平、缩小区域间和城乡间义务教育发展差距的重要保障,成为影响凉山州义务教育质量高低的关键性因素。正确诊断义务教育投入面临的困境是后扶贫时代推进凉山州义务教育优质均衡发展的前提和基础。总结归纳来看,凉山州义务教育投入还面临着财政保障能力不足、城乡义务教育投入差距过大、投入结构和资金分配有待优化、家庭和社会投入意识亟待提高等突出问题。在后扶贫时代,只有解决到上述问题才能实现凉山州义务教育优质均衡发展。
Compulsory education investment is an important guarantee to realize the fairness of compulsory education opportunities in ethnic minority areas and narrow the development gap of compulsory education between regions, cities and villages. It has become a key factor affecting the quality of compulsory education in Liangshan Prefecture. Correctly diagnosing the problems faced by compulsory education investment is the premise and foundation of promoting the high-quality and balanced development of compulsory education in Liangshan Prefecture in the post poverty alleviation era. To sum up, the investment in compulsory education in Liangshan Prefecture is also faced with prominent problems, such as insufficient financial security capacity, too large gap between urban and rural compulsory education investment, investment structure and fund allocation to be optimized, and the awareness of family and social investment to be improved. In the post poverty alleviation era, only by solving the above problems can we realize the high-quality and balanced development of compulsory education in Liangshan Prefecture.
