政策模糊背景下地方政府的策略选择——以食品安全示范城市创建为例
Strategic Choices of Local Governments in the Context of Policy Ambiguity—Taking the Creation of Food Safety Demonstration Cities as an Example

“国家食品安全示范城市创建”是近年来中央政府主导推动的一项加强食品安全监管的政策工具。为了推动这项政策的实施，国务院食品安全委员会办公室自2014年7月至2017年5月在全国范围选取4省15地级市(含省会)进行创建试点。试点之初，中央层面在创建标准和评价方法等重要环节缺乏明确规定，在政策模糊的情况下，“以省为主”成为地方政府政策细化的行动逻辑以及具体策略选择。
“National Food Safety Demonstration City Creation” is a policy tool to strengthen food safety supervision led by the central government in recent years. In order to promote the implementation of this policy, from July 2014 to May 2017, the Food Safety Office of the State Council selected 4 provinces and 15 prefecture-level cities (including provincial capitals) to conduct pilot projects. At the beginning of the pilot program, the central level lacked clear regulations on important links such as establishing standards and evaluation methods. Under the premise of vague policies, “province-based” has become the action logic and specific strategic choice for local government policy refinement.
