高校科学数据开放共享激励措施研究

Abstract:
科学数据是世界各国科技创新的基础性战略资源,如何合理利用数据资源加快数据流动性,提高数据开放共享的意愿,持续推进共享数据集平台建设,逐步实现数据互联互通,形成开放数据联盟和学科共同体,对科技进步与发展有着重要的意义。本文通过对现阶段影响科研人员数据共享的外部因素和科研人员共享研究数据的重要动机、共享意愿等内因进行综合分析,切入探讨包括政策、环境、资源和个体意愿等关键因素。提出相关各方建立合理政策奖励举措以及高校科学数据共享激励措施的具体建议。
Scientific data is the basic strategic resource of scientific and technological innovation all over the world. How to make rational use of data resources, accelerate data mobility, improve the willingness of data opening and sharing, continue to promote the construction of shared dataset platform, gradually realize data interconnection, and form open data alliance and discipline community is of great significance to scientific and technological progress and development. This paper comprehensively analyzes the external factors affecting researchers’ data sharing at this stage and the internal factors such as researchers’ important motivation and willingness to share research data, and discusses the key factors including policy, environment, resources and individual willingness. Put forward specific suggestions that relevant parties should establish reasonable policy incentives and incentive measures for scientific data sharing in colleges and universities.
