乡镇社会治理现代化：体系构建与路径选择

Abstract:
乡镇社会治理现代化作为国家治理现代化的重要基础和在乡镇场域具体实践样态，集中反映了最基层社会治理的发展前景和具体方向。基于此，本文尝试在内涵界定和“镇域”特征分析的基础上，围绕乡镇社会治理理念、方式、体制和能力现代化“四维支点”，构建乡镇社会治理现代化体系框架，试图弄清楚“各支点的含义、作用及其相互关系”三个关键性问题，并以此开展具体的路径分析。
The modernization of township social governance, as an important basis for the modernization of national governance and the specific practice in the field of townships, reflects the development prospects and specific directions of the most grassroots social governance. Based on this, on the basis of the definition of connotation and the analysis of the characteristics of “town area”, this paper attempts to construct the modernization system framework of township social governance by focusing on the “four-dimensional fulcrum” of the modernization of township social governance concepts, methods, systems and capabilities, tries to clarify the three key problems of “the meaning, function and mutual relationship of each fulcrum”, and carries out specific path analysis.
