“双城”发展背景下成渝基层公务员激励研究

Abstract:
基层公务员在政府工作的第一线,直接面向群众,其工作态度及效果影响着政府工作的成败。但是,对其激励机制的研究远落后于社会的发展。目前,成渝地区公共部门激励机制还存在着激励模式过于单一、激励观念落后以及绩效考核系统不健全等问题。本文基于内容型激励理论,并结合《成渝地区双城经济圈建设规划纲要》文件,探究成渝双城经济圈建设背景下成渝地区基层公务人员激励现状并进行分析,提出相应的对策和建议。从而不断完善成渝地区公共部门人员的激励机制,更好发挥其工作潜能。
Basic-level civil servants are in the first line of government work, facing the masses directly, and their working attitude and effect affect the success or failure of government work. However, the research on its incentive mechanism lags far behind the development of society. At present, there are some problems in the incentive mechanism of public departments in Chengdu-Chongqing area, such as too single incentive model, backward incentive concept and imperfect performance appraisal system. Based on the content-based incentive theory and combined with the document “Chengdu-Chongqing Area Twin Cities Economic Circle Construction Planning Outline”, this paper explores and analyzes the current situation of grassroots civil servants’ incentive in Chengdu-Chongqing area under the background of the construction of the twin cities economic circle, and puts forward corresponding countermeasures and suggestions. Thus, the incentive mechanism of public sector personnel in Chengdu-Chongqing area will be improved and their working potential will be better developed.
