基层开放大学网络教学质量监控体系构建研究
Research on the Network Teaching Quality Monitoring System in Grass-Roots Open Universities

以四川开放大学下辖的地方学院—直属学院部分学习中心为试点，构建出一套适用于远程开放教育基层办学点的网络教学质量监控体系，从影响网络教学质量的三个关键环节：教学质量规范保障环节、教学质量监控实施环节和教学质量反馈调控环节入手、对教学质量进行全方位、全过程监控，尤其是针对网上教学活动、形成性考核、毕业论文等网络教学环节等方面的质量监控取得了较好的效果，为基层开大的网络教学运行提供了重要的理论支持和实践依据，较好地改变了基层开放大学师资匮乏、学习支持服务质量不高、教学过程难以落地的困境，提升了办学系统的内部治理水平。
Taking some learning centers of local colleges directly under Sichuan Open University as the pilot, a more comprehensive network teaching quality monitoring system suitable for grass-roots open universities is constructed, starting from three key links affecting the network teaching quality: teaching quality standard guarantee link, teaching quality monitoring implementation link and teaching quality feedback link. The all-round and whole process monitoring of teaching quality, especially the quality monitoring of online teaching activities, formative assessment, graduation thesis and other online teaching links, has achieved good results, provided important theoretical support and practical basis for the operation of network teaching at the grass-roots level, and better changed the dilemma of the shortage of teachers in grass-roots Open Universities, low quality of learning support services and difficult implementation of the teaching process, with an aim to improve the internal governance level of the school running system.
