重庆地区残疾人就业实践理路：现状与展望
The Employment Practice of Handicapped Persons in Chongqing: Status and Prospects

目的：残疾人就业助力残障人士实现个体人生价值与社会共同富裕目标。透过区域政策文本可探究区域就业实践理路。重庆作为国家西部大开发战略、“一带一路”倡议、长江经济带发展、成渝地区双城经济圈建设的重要区域，一直高度重视并大力支持残疾人事业的发展。方法：政策分析。结果：发现近十年来在残疾人的致富扶持、社会保障、就业支持、职业教育等方面取得阶段性成果。结论：未来，需增加经费投入并鼓励行业互助，逐步推进共同富裕工作；深化体制机制改革，合力解决基本医疗保障难题；重视残疾人就业平台建设和持续跟进，增强残疾人就业多样性和稳定性；稳步发展残疾人高等教育，为双城经济圈提供人才支持。
Employment of handicapped persons helps them realize their individual life value and the goal of common prosperity of society. Regional employment practice can be explored through regional policy text. Chongqing, as an important region in China’s western development strategy, the Belt and Road Initiative, the Development of the Yangtze River Economic Belt and the construction of Chengdu-Chongqing twin-city economic circle, has always attached great importance to and strongly supported the development of handicapped persons. The policy analysis shows that the government has achieved phased results in rich-getting support, social security, employment support and vocational education for handicapped persons in the past decade. In the future, it is necessary to increase funds and encourage mutual assistance between industries to gradually promote the work of common prosperity, to deepen institutional reform and work together to solve the problem of basic medical care, to attach importance to the development of employment platforms for handicapped persons and continue to follow them up to enhance the diversity and stability of employment for handicapped persons, and to steadily develop higher education for handicapped persons and provide talent support for the twin-city economic circle.
